Wanted man turns self in, defecates concealed tobacco

HAGATNA, Guam — A wanted man who turned himself in at the Hagåtña precinct reportedly assaulted a police officer and defecated concealed chewing tobacco while in the precinct, according to court documents.

A bench warrant was issued in July for the arrest of William Bay Flanagan, 26. Flanagan was charged Aug. 20 with assault against a peace officer as a third-degree felony, as well as promoting prison contraband, disorderly conduct and public drunkenness.

Flanagan was on pre-trial release for a separate case when he came to the Hagåtña precinct on Aug. 19, according to a magistrate’s complaint filed in the Superior Court of Guam.

He reportedly approached the precinct, calling out profanities and emptied his pockets, placing a box cutter and green satchel on the precinct desk, documents state. Officers told Flanagan to calm down and he reportedly continued to shout before he laid down on the seats in the precinct lobby area, court papers state.

While in a holding cell, an officer reported Flanagan was sitting in a squatting position with his pants and underwear at his ankles, documents state. Police said Flanagan appeared to be defecating and then saw a clear plastic bag containing something on the ground near Flanagan, documents state.

The plastic bag contained chewing tobacco, which Flanagan previously packaged and inserted in his rectum, court papers state. The tobacco allegedly was to be exchanged for favors while Flanagan was incarcerated at the Department of Corrections, documents state.

When Flanagan was escorted out of the holding cell, an officer said Flanagan shouted a profanity at him and swung his left elbow and hit the officer, according to the magistrate’s complaint.
